«Επειδή ήταν ο τσάρος, τσάρος χάριτι Θεού. Ήταν ο φορέας και η ενσάρκωση της Ορθόδοξης πεποίθησης ότι ο τσάρος είναι ο δούλος του Θεού, ο κεχρισμένος παρά Θεού, και ότι πρέπει να αποδώσει λόγο προς Αυτόν για τον λαό που του ενεπιστεύθη σύμφωνα με την θεία πρόνοια, για όλες τις πράξεις και ενέργειές του, όχι μόνο τις προσωπικές του, αλλά ως τσάρος ήταν ο φορέας της συνείδησης ότι η ανώτατη εξουσία έπρεπε να είναι υποτεταγμένη στον Θεό, έπρεπε να λαμβάνει αγιασμό και δύναμη από Αυτόν για να ακολουθεί τις θείες εντολές. Ήταν η ζωντανή ενσάρκωση της πίστης στην θεία πρόνοια, η οποία ενεργεί στα πεπρωμένα των εθνών και των λαών και καθοδηγεί τους φιλόθεους ηγεμόνες σε έργα αγαθά και χρηστά. Ως εκ τούτου, ήταν ανυπόφορος για τους εχθρούς της πίστης και γι’ αυτούς που αγωνίζονται να θέτουν την ανθρώπινη λογική και τις ανθρώπινες ικανότητες πάνω από όλα».
